According to federal authorities, the planned operation involved setting off improvised explosive devices (IEDs) at specific targets in the Los Angeles region at midnight on New Year’s Eve. Documents presented in court indicated that Carroll had shared an eight-page handwritten plan outlining the bomb plot, which included instructions for building explosives and a list of targets across Los Angeles and Orange County.
