Growing Legal Concerns Over U.S. Military Strikes on Suspected Drug Boats

Steven Lepper, a former Deputy Judge Advocate General of the Air Force, has weighed in, raising alarms over potential violations of international law involving the attack on surviving crew members.

He pointed to the Defense Department’s Law of War Manual, which reinforces that attacking individuals in distress, such as shipwreck survivors, is an unlawful act regardless of military status.
